Civil Engineer

Position: Civil Engineer, GS-0810-11/12
Duties: You will be assigned responsibility for performing, coordinating, integrating and reviewing cost estimates for projects. This includes the full range of estimates required in planning, design, maintenance and operation of the projects, and the preliminary and final contract estimates, and includes review of all such estimates prepared by contract A/E’s, as well as those by the hired labor forces. These estimates cover a wide variety of projects in the planning and engineering program of the district. Included in the block of work assigned as above are complete estimates for flood control and multi-purpose civil works projects of extensive scope and importance with many civil engineering features, structures and associated mechanical and electrical equipment and relocations, including excavation and fill, earthen embankments, concrete spillways, highways bridges, pumping plants, etc.

About the Position: The duty station is the Jadwin Building, 2000 Ft. Point Rd., Galveston, TX 77553. There is free parking within the gated property. The building, where the office is located, has restaurants and other eateries located within driving distance. The building has a fitness center available to employees free of charge.

General Schedule

To qualify, applicants must possess a bachelor''s or higher degree in engineering PLUS For GS 11 level, one year of professional engineering experience equivalent to the GS-09 level; 1) reviewing cost estimates for projects; 2) review and integrate various parts of the estimates for technical sufficiency; 3) participate in developing or revising certain parts of the overall estimate. For the GS-12 level, one year of professional engineering experience equivalent to the GS-11 level; 1) reviewing cost estimates for projects; 2) review and integrate various parts of the estimates for technical sufficiency; 3) participate in developing or revising all parts into the overall estimate.


GS-11: Bachelor''s degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level, or 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
GS-12 and above: Bachelor''s degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. Payment of Permanent Change of Station (PCS) costs is authorized, subject to the provisions of the Joint Travel Regulations.
Temporary Duty (TDY) travel is 10 percent.
Defense National Relocation Program will not be authorized.
