Duties: Is responsible for supervision and quality assurance of contract construction for one or more of the major military construction packages assigned to Alexandria Res Ofc. Reviews and analyzes plans and specifications to gain familiarity with the project to insure the feasibility of civil engineering aspects prior to construction. Performs detailed quality assurance functions for civil aspects of construction such as placement of concrete, structural steel, foundations, roofing, and other aspects of building construction. Informally confers with contractor''s staff to settle disputes and disagreements on site, interprets plans and specifications for contractor personnel. Assists the supervisor and staff in negotiating field changes of civil portions of the contract. Coordinates on a timely basis inspections of other project features related to other engineering disciplines.

Specialized experience is experience that equipped the applicant to perform the duties of the position such as Reviews and analyzes, disputes and disagreements, quality assurance functions for civil aspects of construction such as placement of concrete, structural steel, foundations, roofing, and other aspects of building construction, negotiating, inspections, drafts correspondence and write reports; Informally confers with contractor''s staff to settle disputes and disagreements on site, interprets plans and specifications for contractor personnel. Observes and makes recommendations on the adequacy of the contractor''s inspection program and safety program, as they pertain to civil engineering methods and materials.Assists the supervisor and staff in negotiating field changes of civil portions of the contract. Reviews contractor''s proposals and provides background to negotiators regarding past experience, feasibility, site conditions, etc.Coordinates on a timely basis inspections of other project features related to other engineering disciplines. SPECIAL CONDITION OF EMPLOYMENT: This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent or designated alternate, must continue to perform the E-E duties until relieved by the proper authority. The incumbent or the designated alternate, may be required to take part in readiness exercises. This position can not be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore the position is designated key, which requires the incumbent or designated alternate to be screened from military recall status.
GS-06 and above: One year of experience directly related to this occupation equivalent to the next lower grade. Graduate education or an internship meets the experience required when it is directly related to the work of the position. Candidates must have the knowledge, skills, abilities and competencies to successfully perform the work of the position at the appropriate level.
