ENGINEERS

Position: GS-13:ARCHITECT(0808), CIVIL ENGINEER(0810), MECHANICAL ENGINEER(0830), ELECTRICAL ENGINEER(0850)
Duties: As as a regional technical specialist for Civil Works projects, the incumbent assignments involve work in a broad range of specialized activities related to cost engineering functions pertaining to Civil Works projects within the region. The incumbent encounters many tasks throughout the project life that draw upon broad experience and knowledge of cost estimating, construction engineering and scheduling. He/She has a vast degree of estimating and engineering experience and expert understanding of cost estimating methods and automation tools (MCACES, LCC, Primavera, etc.) Incumbent produces accurate cost estimates and schedules for the programming, budgeting and contract award of complex multi-contract projects. The incumbent provides expert cost and schedule advice to designers and construction managers during both the design and construction of the project. Serves on District planning/design Teams upon request, and on regional (Division) Technical Discipline Teams.

About the Position: This is an EXCEPTED SERVICE POSITION which may be filled by TERM appointment NTE 13 months and can be extended up to a total of 4 years.

TDY may be required.

This position may be located in various locations throughout Afghanistan. The Afghanistan Engineering District has a District headquarters and various resident offices to execute the projects throughout the country. The position is under the supervision of the District commander within AED.

The job provides the opportunity to learn how USACE operates in a reconstruction effort. You will deal with competing priorities and corporate approach to improving programs and methods of operation. General Schedule

Work may entail extended work shift of 12-18 hours a day.
Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for a service at designated danger pay costs. Locality rates of pay in CONUS will not be used for pay setting when transferred to overseas area

Specialized Experience: Professional and expert knowledge of civil engineering principles and practices applicable to the full range of engineering duties enabling the incumbent to produce complete engineering cost estimates for a wide range of complex multi-contract projects involving complex technical issues. Expert knowledge of cost estimating, construction engineering and scheduling in order to provide advice to designers and construction managers during both the design and construction of the project. Must have broad understanding of the many complex technical issues which face designers and constructors within various engineering/architectural disciplines such as civil, mechanical and electrical engineering/architectural fields, and use this knowledge and understanding to produce accurate cost estimates and schedules for the programming, budgeting and contract award of complex multi-contract projects.



GS-12 and above: Bachelor''s degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level.

Salary includes applicable locality pay or Local Market Supplement.
In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. This position is a TERM position. It is temporary and may be extended up to a maximum of four years.
Overseas unaccompanied tour.
Locality pay does not apply in the overseas area.
Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

License/Certification: Professional Registration or Tri-Service Certification is required.
Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
Direct Deposit of Pay is Required.
Position requires employee to wear a uniform and/or protective clothing.
