Civil Engineer

Position: Civil Engineer , YD-0810-02/0
Duties: Works under the general supervision of the Chief, Geotechnical Branch of the E&C Technical Directorate. The supervisor defines areas of responsibility, discusses overall requirements and objectives and advises on unusual problems the solution of which may affect policy. The engineer is expected to handle assignments independently, generally operating within the framework of the TAC program/project policies; and procedures, as well as following acceptable engineering practices and guidelines. Consults supervisor on policy matters and keeps the supervisor informed on situations which may be or become controversial and/or precedent-setting. Incumbent is held technically responsible for all matters involving his engineering specialization. Completed work is reviewed for the attainment of program objectives, timeliness, effectiveness of coordination, soundness of technical decisions, as well as for overall effectiveness.

About the Position: The incumbent serves as the Transatlantic Program Center geotechnical expert in the area of airfield pavements and foundation engineering. As consultant and Division technical advisor in civil engineering, specializing in airfield pavements(both asphalt and concrete) and treatment of supporting foundations for structural pavements, incumbent deals with projects which cover both civilian and military aviation design and construction. TDA programs/projects generally involve the planning and design or design review of multimillion dollar facilities, structures, and/or systems to be constructed in a foreign country and characterized by the following conditions;(a) they encompass a wide range of interrelated elements, some of which may be conflicting and difficult to reconcile or accommodate,(b) pose critical problems of performance requirements vs costs under application of standard materials and criteria or(c) require designs and plans which must deal with factors of an undetermine nature

General Schedule

Basic qualification: Must possess a degree in a professional engineering field or possess a combination of education and experience. Click on the "General Schedule" above to see the qualfication standards for this position
Specialized experience is experience that equipped the applicant to perform the duties of the position such as: identifying soils characteristics, planning and executing investigations, and developing designs for the Division, Districts, architect engineers, and others. Serves as the TAC technical expert in his area of expertise in assisting Office of Counsel on claims involving site investigation, airfield pavements, and foundations.Plans and supervises subsurface investigations and explorations to determine the suitability of conditions for a wide variety of aviation and aviation related structures. This involves the investigation of various types of foundations needed to meet the requirements of the program/project. Evaluates natural environments and obtains other data as required.Visits sites of investigations to review progress in relation to plans and specifications and to resolve problems encountered. Assures that exploration results are technically adequate, checks the accuracy of the classifications of materials, and advises on laboratory tests to be completed. Provides technical advice and assistance to Division, District and field personnel on laboratory and field testing of soils and interpretation of test data.Receives special assignments as consultant on pavements and foundation engineering and makes specialized inspections of construction projects throughout the Division. Confers with designing agencies on foundation and pavement design criteria. Furnishes general authoritative advice on the geotechnical aspects of construction. Based on judgment and experience, recommends remedial measures when defective foundations and pavements are encountered. Advises Division as to personnel and equipment requirements for proper construction of foundations and pavements. Prepares complete and comprehensive geotechnical reports, analyses, designs, specifications, and reviews.Makes field inspections of construction operations, and recommends procedures and methods of foundation excavation and preparation, deep foundations, earth fills, and embankment compaction. Directs or performs special investigations of foundation problem encountered during construction, devising investigation and test procedures, as required, and recommends action to correct deficiencies.Provides technical assistance in the development and application of soil stabilization to pavement construction. Visits sites to investigate proposed paving wherein new, strengthening, or repair of worn or deteriorated pavement is involved. Reviews designs, design analyses, master plans, and plans and specifications for both portland cement and bituminous pavements, as well as other facility designs, to assure that designs are adequate and appropriate.

PB 2/3 Positions- Applicants must have one year of specialized experience at the next lower pay band or equivalent under the General Schedule (GS) or other pay systems.
